Private cable television companies are provided franchises by Athens-Clarke County to operate and utilize the public rights-of-way. Athens Area Humane Society

The Humane Society accepts stray and unwanted cats at their facility and offers spay/neuter services through the Athens Regional Spay & Neuter Center. They do not pick up cats, but do offer cages to assist in capturing cats. The ACC Animal Control Division responds to seriously sick, injured, or trapped cats, as well as bite cases. Animal Control can also issue citations to a cat owner in violation of Animal Control ordinances (see also: Animal Control; Athens Regional Spay & Neuter Center).

The Classic Center is Athens-Clarke County’s premier convention and meeting facility. Located in downtown Athens, the facility has hosted everything from Broadway musicals to performances by Bob Dylan. It contains meeting and exhibit space, a performing arts theatre, and breakout space in a series of renovated warehouses. Additionally, the Center houses the offices for the Athens Convention and Visitors Bureau.

The Clerk of Courts is the Clerk of Superior Court and the Clerk of State Court. The Clerk of Courts keeps the official record of all civil and criminal actions filed in each court, Courts’ minutes, notary appointments, and requested filings of DD2-14 forms from US Military Service personnel (certificate of release or discharge from active duty). The Clerk of Superior Court is also the official custodian for all land records.

Commission of Athens-Clarke County

The Commission is the governing authority of Athens-Clarke County and consists of 10 members. Eight members represent smaller geographical districts (Districts 1-8) and 2 represent “super districts” (Districts 9 and 10) that are composed of Districts 1-4 and 5-8 respectively. As a result, each ACC citizen has three direct representatives, including the Mayor. Terms last four years and are staggered. The Mayor serves as the Chair of the Commission and can only vote in case of a tie. The Commission normally holds its regular voting session on the first Tuesday of each month and an agenda setting session on the Thursday after the third Tuesday of each month, except in the case of holidays or elections. Both meetings are televised live and rebroadcast on ACTV, as well as available live and on-demand online at www.athensclarkecounty.com/videos. Among powers conferred by the Charter, the Commission has the power to set tax rates, adopt a budget, and establish policy through the adoption of ordinances and resolutions. CDBG is Federal grant program administered locally that provides direct benefits to low and moderate income families and individuals concerning housing and economic development opportunities. These grants create jobs and job training programs and also fund single family housing construction and repairs, as well as community infrastructure improvements.

ACC Emergency Management Agency

This program trains citizens to assist their neighbors during emergencies and disasters. CERT members provide immediate assistance to victims and organize spontaneous volunteers at a disaster site. They can also help with non-emergency projects that help improve the safety of the community.

The Community Tree Council offers programs and events for the local government, the private sector, and citizen groups in order to provide resource information, outreach, and education about tree management. ACC Planning Department

The purpose of the Community Comprehensive Plan is to help the community address critical issues and opportunities while moving toward realization of a unique vision for the future. Comprehensive plans for every local government in Georgia are required by state statute and must meet the planning requirements established by the GA Department of Community Affairs. Athens-Clarke County and the City of Winterville adopted the current Community Comprehensive Plan in March 1999. The CASA program is an organization of volunteers who advocate in the juvenile court system for abused and neglected children, helping them find safe, permanent homes. A trained CASA volunteer assesses the child’s situation and reports to the judge on the child’s best interests.

Cruising

Motor vehicles, except for excluded vehicles, cannot pass the same traffic point in a non-cruising zone on any day of the week between midnight and 4:00 a.m. within any one hour period more than three times. The no-cruising zone is currently designated as the area enclosed by Broad Street, Pulaski Street, Hancock Avenue, and Foundry Street downtown. Excluded vehicles include vehicles for business purposes, residents of no-cruising zones traveling to a specific destination, and permitted special events.

ACC Police Department

By local ordinance, it is unlawful in many instances for unsupervised minors under the age of 18 to loiter, wander, stroll or play in or on any public place at night between 11:00 p.m. (midnight on Fridays and Saturdays) - 5:00 a.m. and during school days between 8:30 a.m. - 2:30 p.m. There are several exceptions to the curfew restrictions that are detailed in the Code of Ordinances (see: Ordinances).
