Bear Creek Reservoir – 770-725-4339 (Reservoir Water Treatment Plant) 476 Savage Road, Bogart GA This regional reservoir located north of Bogart and west of Cleveland Road in Jackson County serves Athens-Clarke, Jackson, Barrow and Oconee counties. The Upper Oconee Water Basin Authority was formed by these counties to address long term water needs through regional approaches. The 505-acre lake helps Athens-Clarke County to ensure an adequate water supply during periods of drought. ACC’s 44% share of the reservoir water is pumped to Athens-Clarke County for treatment (see also: Public Utilities). Consumer alerts of scams and fraud may be accessed on the Web site. Compliments about a company may also be submitted and national charities may also be evaluated. Bicycle Facilities The Unified Government provides a variety of facilities that provide services for bicycles and riders in the community, including: bike lanes on roadways; the Bus n’ Bike Program; the North Oconee River Greenway; and bike racks in the downtown area (see also: Bus n’ Bike Program; Bicycle Lanes; North Oconee River Greenway; selected ordinances on page 10). Bishop Park – 706-613-3589 / 706-613-3606 (Pool - Seasonal) 705 Sunset Drive This facility of the ACC Leisure Services Department is named in honor of City of Athens Mayor Julius Bishop. The 33-acre park features athletic fields, basketball courts, a large gymnasium, a playground, a swimming pool, tennis courts, a walking trail, and a picnic area. The park offers a range of youth sports during the year, including the area’s premier gymnastics program. It also houses the ACC Leisure Services Administration offices (see also: Tennis). Board of Education (see: Clarke County School District) Board of Elections & Voter Registration – 706-613-3150 www.athensclarkecounty.com/elections 155 East Washington Street The ACC Board of Elections & Voter Registration Office manages all voter registrations and conducts all elections held in Athens-Clarke County. The office educates the public on all election dates and laws and is responsible for the certification of election results. The Board of Elections handles the qualification process for candidates, which includes financial disclosure, and maintains an accurate list of voters for elections, for candidates, and for jury lists. Budget, Athens-Clarke County – 706-613-3685 The budget for the Unified Government of Athens-Clarke County runs for a fiscal year (FY) from July 1 of one year until June 30 of the following year and is adopted by the Mayor and Commission. The ACC Finance Department’s Budget and Management Division is responsible for coordinating the development of the budget each year. Budgets and Budgets in Brief are available on the ACC Web site. Building Permits and Inspections Department – 706-613-3520 120 West Dougherty Street The ACC Building Permits and Inspection Department protects public safety, health, and general welfare with respect to the built environment. The department issues permits for building, electrical, plumbing, heating and air conditioning, gas, graphics, demolition, temporary structures, manufactured homes, swimming pools, and building relocations. Burn Permits (see: Burning) ACC Fire Department – Fire Marshal Most types of open burning – including the burning of vegetative matter such as leaves, tree stumps, brush and forest residue – are prohibited in Athens-Clarke County. Additionally, non-containment devices such as backyard fireplaces, open metal drums, burn barrels, or burn pits cannot be used for open burning. There are a few exceptions for such things as cooking food, using open flame devices such as welding torches, and “prescribed burning” permitted by the GA Forestry Commission (see also: Georgia Forestry Commission). Bus Information – 706-613-3430 Athens Transit System schedules for The Bus are also available at the Pound Street Transit office, Athens Regional Medical Center, Multimodal Transportation Center, and UGA Tate Student Center. Bus n’ Bike – 706-613-3430 Athens Transit System offers a “Bus n’ Bike” option for cyclists to transport bikes on the front of every bus in special carriers. A cyclist pays only the normal transit fare; there is no additional charge. Each carrier can hold up to two adult-size bicycles. Business Licenses – 706-613-3050 Prospective business license applicants should check their location with the ACC Planning Department before contacting the ACC Finance Department. After information and/or forms are received from Planning, applicants must fill out a Business Occupation Tax Application form from Finance. In most cases, a license can be issued in approximately 24 hours. Fees are based on the number of people involved in the business. A general information booklet for new businesses is available from the Finance Department, the Public Information Office, and the ACC Web site.
