MACORTS was formed in 1969 and included all of Athens-Clarke County. In 1980 the northern half of Oconee County was added. The southern portion of Madison County was added in 2002/2003. MACORTS is responsible for implementing the 3-C (comprehensive, cooperative, and continuing) transportation planning process. The organization is composed of a Policy Committee and a Technical Coordinating Committee. MACORTS is one of 15 Metropolitan Planning Organizations (MPO) in Georgia.

 

The Policy Committee consists of 9 Voting Members (11 non-voting/alternate members). The voting members consist of representatives from Madison County, Clarke County, Oconee County, University of Georgia, and the Georgia Department of Transportation (GDOT). The MACORTS Chairmanship is rotated between Madison County, Oconee County and Athens-Clarke County Chief Elected Officials. Meetings are held on the second Wednesday of the month, usually on a quarterly basis.

The Technical Coordinating Committee (TCC) is composed of staff from Madison County, Athens-Clarke County, Oconee County, University of Georgia, and Georgia Department of Transportation (GDOT) and the Federal Highway Administration (FHWA). The A-CC Planning Department Director is permanent Chairman of the TCC. The TCC is a recommending body to the MACORTS Policy Committee. TCC meetings are held on the fourth Wednesday of each month on an as needed basis.

Athens-Clarke County Planning Department is designated as the Metropolitan Planning Organization (MPO) by the Governor of Georgia. The Planning Department, in conjunction with GDOT, responsible for carrying out the transportation planning process as mandated under federal legislation.

Transportation Planning Process is required by federal law for all urban areas over 50,000 in population. All transportation projects in this area which utilize state and/or federal funds must go through a process in which they are adopted into a regional transportation plan / Long Range Transportation Plan. The projects that are in this plan are, over time, put into the Transportation Improvement Program (TIP) for implementation.



NOTICES, ANNOUNCEMENTS, AND PUBLIC COMMENT

In Athens-Clarke County, Public Comment is taken thoughout the planning process through the Athens-Clarke County Planning Commission. As one of the designated citizen advisory committees to the MPO, the ACC Planning Commission has included an update of recent and upcoming MACORTS events and opportunities to comment on projects on each Planning Commission agenda. Final Participation Plan: Adopted May 2007, the Final Participation Plan outlines the organizational structure for the Madison Athens-Clarke Oconee Regional Transportation Study (MACORTS), the participation process, major opportunities for public comment, implementation and evaluation processes and government requirements.

TRANSPORTATION IMPROVEMENT PROGRAM (TIP) and Long Range Transportation Plan (LRTP)

The Madison Athens-Clarke Oconee Regional Transportation Study (MACORTS) FY 2008 - 2011 and FY 2012 - 2013 Second Tier of Projects is available for download as a Adobe .pdf file. This document outlines planned transportation improvements over the next six (6) years and was developed by the cooperative transportation planning body for the urbanized area includes Athens-Clarke County and most of northern Oconee County Copies of the approved document are also currently available for viewing at the Athens-Clarke County Planning Department offices.

SAFETEA-LU

The Federal Highway Administration (FHWA) has information regarding the reauthorization of the newest surface transportation program. The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for users (SAFETEA-LU) was enacted August 10, 2005, as Public Law 109-59. SAFETEA-LU authorizes the Federal surface transportation programs for highways, highway safety, and transit for the 5-year period 2005-2009. Two years in the making, the highway bill contains more than 6,371 special projects valued at more than $286.4 billion.
