PROJECT I-3: Fire Station # 3 & 4 Reconstruction / Relocation and
Other Fire Safety Facilities and Equipment

Referendum Statement: Consists of the reconstruction / relocation of the Five Points Fire Station # 3 – including land acquisition, design, and other related costs to meet the approved facilities design and location standards. Depending upon program revenues collections, funds will be utilized to complete the following:

  • a) Acquisition of land, design and reconstruction / relocation of Hawthorne Avenue Fire Station # 4
  • b) Acquisition of additional land for Jefferson Road Fire Station # 8 to allow for construction of a suburban station design
  • c) Acquisition of land for the Northeast ACC Fire Station # 9
  • d) Design services for all or part of Fire Stations # 8 & # 9
  • e) Construction for all or part of Fire Stations # 8 & # 9
  • f) Purchase of equipment for Fire Stations # 8 & # 9

Project Location: Fire Station # 3 – Five Points – Site TBD, Fire Station # 4 – Hawthorne Avenue – Site TBD, Fire Station # 8 – Jefferson Road, Fire Station # 9 – Northeast ACC – Site TBD.

PROJECT CONCEPT: This project’s funding is divided into a Fixed Component and a Variable Component.

  • Fire Station # 3 has a Fixed Budget ($5,479,000) which is envisioned to be utilized to acquire necessary land, provide necessary design related services, and construct a new relocated Fire Facility. The new Fire Apparatus to be purchased for Fire Station # 3 will be funded by the SP2K Project I-4 – Fire Apparatus and Equipment Purchase.
  • Fire Station # 4, #8, and #9 have a (Fixed Budget - $4,593,000) and a (Variable Budget ($1,700,000). Due the fact that Fire Station # 4 is a relocation of an existing aging Fire Facility, it is envisioned to be the number one priority of these funds. These funds are envisioned to be utilized to acquire necessary land, provide necessary design related services, and construct a new relocated Fire Facility. The new Fire Apparatus to be purchased for Fire Station # 4 will be funded by the SP2K Project I-4 – Fire Apparatus and Equipment Purchase.
  • To the extent possible, the remaining available SP2K funds is envisioned to be utilized to acquire necessary land, provide necessary design related services, and construct Fire Stations # 8 & #9. As identified in the SP2K Master Implementation Plan, funding for Fire Station # 8 is scheduled for TIER YEAR Three, while Fire Station #9’s funding is scheduled in TIER YEAR Six. To the extent General Funds or other funding can be allocated to these projects by the Mayor and Commission, they might be advanced to start earlier.
  • Currently, no funds have been identified for the acquisition of Fire Apparatus for Fire Station # 8 & # 9.

SITE SELECTION:

  • Phase 1A: It is envisioned that Fire Stations # 3, & #4 will utilize the Mayor and Commission approved SITE SELECTION PROCESS to identify a specific parcel of land for acquisition. Once a specific parcel of land is approved by the Mayor and Commission, these projects are envisioned to move into the next phase (Land Acquisition).
  • Phase 1B: It is proposed by staff that General Funds and/or other funding sources be utilized to take Fire Station # 9 through the SITE SELECTION PROCESS and identify a specific parcel of land for acquisition. Fire Station # 8 requires no land acquisition due to the Land Exchange accomplished with the adjacent property owners.

LAND ACQUISITION:

  • Phase 2A: Once Phase 1A has been completed for Fire Stations # 3, & #4, , staff will work with our Land Acquisition Team to acquire the parcel of land identified by the Site Selection Process and approved by the Mayor and Commission. To the extent necessary staff envisions, Phase 2A also including the demolition, environmental mitigation and site preparation necessary to prepare the sites for construction.
  • Phase 2B (Land Acquisition): It is proposed by staff to utilize General Funds and/or other funding sources to acquire the approved parcel of land for Fire Station # 9.

DESIGN:

  • Phase 3A: Fire Stations # 3, & #4, have funds identified in TIER YEAR One to complete the design of said facilities and prepare them for the Bidding and Award Phase.
  • Phase 3B: To the extent SP2K TIER YEAR Three funds are available, Fire Station # 8 will utilize them to complete the design of said facility and prepare for the Bidding and Award Phase. Its first package, Access Road, has been designed. Staff envisions utilizing General Funds and/or other funding sources to fund its construction cost.
  • Funding for design Fire Station # 9 is projected to become available in TIER YEAR Six (variable). To the extent General Funds and/or other funding sources can be identified, this might be accomplished at an earlier date.
  • The First Stage of the Design Phase for each of these Fire Stations will be to determine which type of facility prototype meets the immediate needs required by its Fire Response District.
  • The type of facility utilized, ( Urban, Suburban, or Rural Prototype ) will be based upon the specific property acquired and facility needs for Fire Stations # 3, 4 & 9. Restrictions of large tracts of land in excess of 2 acres located in the Fire Stations # 3 & 4 Fire Response Districts will also be a factor in this decision.
  • Because the site for Fire Station # 8 has been determined, a Suburban Prototype similar to that of the Fire Station # 7 – Barnett Shoals Road is envisioned.
  • Fire Station # 9 is proposed to be designed as a Rural Prototype. This prototype will be similar to the Suburban, but smaller. It will be designed to allow for ease of adding additional space as the need arises in the future.

FUTURE PHASES (Bidding and Award / Construction):

  • Phase 4A: It is envisioned that Fire Station # 3 and #4 will be constructed utilized SP2K TIER YEAR Two funds beginning in Fiscal Year 2002.
  • Phase 4B: To the extent SP2K TIER YEAR Three funds are available, it is envisioned that Fire Station # 8 will be constructed in Fiscal Year 2003.
  • Phase 4C: To the extent SP2K TIER YEAR Six (variable) funds are available, it is envisioned that Fire Station #9 will be constructed in Fiscal Year 2006.
