Referendum
Statement: Consists of the installation of water transmission and
distribution lines and fire hydrants along major roadways. It will strengthen
and/or improve Athens-Clarke County ISO ratings through the strategic
placement of system connections and the installation of new fire hydrants
and/or replacement of older fire hydrants. It will maximize the capacity
of the public water distribution system and provide potable water supply
and improved fire protection within areas of Athens-Clarke County not
presently served by the Public Utility system. Public Utilities Department
will provide approximately $7,000,000 of matching system-generated funds
for a total improvement program of approximately $14,000,000.

PROJECT CONCEPT:
- Water
service is currently provided to within 1,000 feet of about 70% of the
residents property in Athens-Clarke County. A goal of the Public
Utilities Department Service Delivery Plan is to provide water service
to within 1,000 feet of all of the residents property of ACC.
- This goal
will be accomplished by extending Transmission water mains along major
roadways throughout ACC. In addition to providing ACC residents the
opportunity to be afforded public water service, the residents will
also be afforded improved fire protection.
- Completion
of this project may assist ACC in attaining a better county-wide ISO
rating.
- The project
is proposed to be completed in two phases. The first phase will
be performed in two stages; A) the extension of Transmission
water mains and, B) the construction of three elevated water
storage tanks. The second phase will involve the installation
of new fire hydrants and/or replacement of older fire hydrants for the
purpose of maximizing the hydraulic capacity of the public water system.
- It is
not envisioned that this project will extend Transmission Water Mains
into individual subdivisions, etc. Such Service Delivery Plan development
and installation is proposed to be funded by other sources to be identified
by the ACC Public Utilities Department in the future.
TRANSMISSION
WATER MAIN EXTENSIONS:
- Phase
1A: Design and installation of approximately 40 miles of various
size Transmission Water Mains. (The proposed projects are listed below
under Comments). Approximately $10 million will be directed to this
phase.
- The
Transmission Water Main extension projects will be separated into four
divisions, based on geographic location, for both design and construction.
PUD staff proposes this process to expedite the implementation of these
projects. Each division will consist of approximately eight to eleven
miles of Transmission Water Mains.
- The
design firms will provide detailed engineering/ construction drawings;
easement plats, where required; preparation of final bid documents;
assistance in opening and evaluating bids; and recommending award of
contract. The design work is to be completed within four months of the
date a Notice to Proceed is issued to each design firm.
- ACC
will provide the Contract Documents and Specifications.

FIRE PROTECTION
SYSTEMS:
- Phase
2: Determination of strategic locations for the water system interconnections,
placement of new fire hydrants, and replacement of existing older fire
hydrants will require a detailed engineering study. Approximately $1
million dollars will be directed to this phase of the project. The engineering
study will not only determine the overall scope of the project but will
also be used to determine set priorities for the installation. It is
expected that this phase will be just one element of an on-going project.
