Referendum Statement:
This project
consists of the upgrade and improvement of major transit stops along the
Athens Transit Bus System routes. The improvements for these transit stops
will be evaluated for their specific needs, and have one or a combination
of the following provided: installation of proper signage and a paved
pad, benches, covered shelter over the paved pad, landscaping, route information,
bicycle racks, and bus pull-off which will allow traffic to have a clear
lane while the bus is loading and unloading

PROJECT
CONCEPT:
- This is
a REOCURRING PROJECT and is envisioned to receive funds on an Annual
basis as indicated within the SP2K Master Implementation plan.
- The Mission
of this project is envisioned to improve the customers experience
on Athens Transit. It improves the pedestrian infrastructure, making
riding The BUS more comfortable, and works toward improving the marketability
of transit through enhancing existing ridership and reaching out to
new customers.
- The Goals
are envisioned to be:
- a)
reduce accessibility barriers to transit and the community by meeting
Americans with Disability regulations
- b)
reduce the number of bus stops where customers are forced to stand
on unimproved surfaces
- c)
provide shelter to the customers at high volume bus stops
- d)
exceed customer expectations about riding public transit
- e)
encourage the use of alternative modes of transportation, and
- f)
increase transit ridership
- This project
proposes to improve approximately 150 of the 500 bus stops, or
approximately 30%, Athens Transit currently serves. Project funds are
envisioned to be utilized to develop a Bus Stop Master Sequencing Plan
which will prioritize all bus stops based upon transit passenger
activity, services provided, zoning and adjacent land use.
- The inventory
and analysis of existing Bus Stops is envisioned to be accomplished
by ACC Transit Department Staff. It is envisioned that the Transit Consultant
(McDonald Transit) be utilized to develop the Bus Stop Master Sequencing
Plan.
- From this
Bus Stop Master Sequencing Plan, the actual number of bus stops to be
improved, and the type of improvements to be made, will be determined.
This will be provided to the SP2K Citizen Advisory Committee for recommendation
and Mayor and Commission for approval prior to any design and/or construction
work commencing.
IMPROVEMENT
CLASSIFICATIONS:
- It is
proposed for these Improvements to be divided into the following
classifications:
- 1)
Basic -This stop will be marked with a pole-mounted sign. The
ground around the sign and up the curb will be paved. If a sidewalk
is near, the pavement will connect to the sidewalk.
- 2)
Bench - This stop will have the same pavement improvements as
a Basic. In addition, it will have a bench on a paved pad and trash
can.
- 3)
Shelter - This stop will have the same improvements as provided
by the Bench prototype, but with the addition of a Bus Shelter.
- 4)
Shelter Plus - This stop will have the same improvements as
a Shelter prototype, with the exception that a brick sitting wall
around the shelter, landscaping, route information, and a bicycle
rack (where appropriate) will be added.
- 5)
Pull-Off - This stop will have all of the improvements provided
by the Shelter Plus prototype with the addition of a Bus Pull-Off.
- It should
be noted, that a combination of any of the above Improvement Classifications
can be achieved as necessary depending upon the specific needs of that
Bus Stop.
- This projects
funds are envisioned to be utilized to in the following priority:
- 1)
develop the Bus Stop Master Sequencing Plan (accomplished by ACC
Transit Department and McDonald Transit Staffs),
- 2)
design necessary improvements,
- 3)
acquire necessary right of way / easements,
- 4)
construct the improvements based upon priority order and type indicated
within the Bus Stop Master Sequencing Plan.
