PROJECT 01- AREAWIDE STORM DRAINAGE IMPROVEMENTS

Campaign Statement: Repair and upgrade storm drainage systems including culvert improvements, open channel improvements, water detention and other related facilities.

Project Location: Drainage Basins throughout Athens-Clarke County.

Original Project Budget: $ 5,000,000

Additional SPLOST Revenues Allocated: $500,000 (Amendment 1 - June 15, 1999) & $500,000 (Amendment 2 - April 4, 2000)

Additional Outside Funding: $632,921 (GEMA)

Revised Project Budget: $6,632,921

Operating Budget Impact: None

PROJECT CONCEPT: This project is envisioned to consist of the repair and upgrade of the major storm drainage systems within Athens-Clarke County. The first priority for expenditure of SPLOST funds will be for consulting services to perform a countywide drainage basin identification study. This study will identify and analyze existing basin problems and make prioritized recommendations for corrective measures including additional property acquisition and right-of-way required. Once corrective measures are reviewed and approved by the Athens-Clarke County Public Works Department, the consultant will develop detailed construction plans and specifications to correct the prioritized list of deficiencies. As the consultant develops the scope of the prioritized list, a construction budget will be established for each corrective measure. Funds will then be expended for construction using the established priorities. Funds will continue to be expended for the prioritized list of corrective measures until the $5,000,000.00 SPLOST budget amount is reached. Property acquisition is not anticipated for this project.

SET ONE AND SET TWO CONCEPT: During Set One a countywide drainage basin identification study will be conducted. Some high priority county basins will begin construction depending on funds available. This study will be the Masterplan from which in Set Two prioritized projects will be performed. Funds will be expended until the budget amount is reached.
