and Environmental facilities to ensure that major infrastructure problems
and repairs related to public safety and accessibility are addressed.

PROJECT
DESCRIPTION: The projects have been prioritized by the Athens-Clarke
County Leisure Department along with input from the Manager’s Office and
SPLOST Advisory Committee. SPLOST funds will be expended to complete as
many of the Renovations, Additions and New Structures as possible.

- SUB-PROJECT
SCNC3.1 - Sandy Creek Nature Center - Security System: This sub-project
consists of replacing the existing security systems for all buildings
within this park. This installation will be accomplished under one
contract and receive quotes utilizing normal A-CC Purchasing requirements.
Status: Project is Complete

BP2.1 - Bishop Park - Replacement of Gymnasium Flooring: This sub-project
consists of replacing the existing flooring systems for the playing
surfaces within the Gymnasium building. This installation will be accomplished
under one contract and receive quotes utilizing normal A-CC Purchasing
requirements. Status: Project

BP3.1 - Bishop Park - Renovation of Swimming Pool: This sub-project
consists of renovating the existing swimming pool within this park.
It consists of refurbishing the existing pool walls with a new Fiberglass
system, replacement of the gutters and skimmers, enlargement of the
pool itself to allow competition swim meets, and covering the pool deck
with a synthetic cool deck. This construction will be accomplished under
one contract and receive quotes utilizing normal A-CC Purchasing requirements.

MP4.1 - Memorial Park - Surface Pedestrian Path: This sub-project
consists of constructing a concrete walk around the existing lake within
this park. This construction will be accomplished utilizing A-CC Leisure

consists of replacing the existing Playground surface with shredded

SM1.1 - Showmobile: This sub-project consists of replacing the existing
Showmobile with a new state of the art hydraulic-self leveling one.

A - SUB-PROJECT DESCRIPTIONS:
- SUB-PROJECT
BP1.1 - Bishop Park Pool House Renovations / ADA Improvements:
The existing Pool House, (approximately 2,168 SF ), will be totally
renovated. New Plumbing / Fixtures, Mechanical, Electrical / Fixtures
will be installed. The interior will be constructed to meet ADA requirements
in the shower facilities and toilet stalls. A new 427 SF Gazebo / Lifeguard
House will be constructed. This project will be bid utilizing normal
ACC Purchasing Requirements. Status:
Project is Complete.

SCP3.1 - Sandy Creek Park Large Picnic Shelter: This sub-project
consists of construction of a new pre-manufactured picnic shelter, (3,312
SF ), that can accommodate 300 people. It will also consist of a smaller
pre-manufactured shelter, (676 SF), that will contain the ADA accessible
men’s and women’s restrooms and outdoor sinks. The site will be landscaped
and parking for three vehicles will be constructed. This project will
be bid utilizing normal ACC Purchasing Requirements. The Picnic tables
and chairs will be purchased under separate contract. Status:

SCNC1.1 & SCNC1.2 - Sandy Creek Nature Center Renovations and ADA
Improvements: This sub-project consists of the renovation of
the existing restrooms and hallway adjacent to the fireside office.
It will also include the addition of an attic space above the existing
restroom and hallway. The building’s electrical systems will be updated
to meet building code requirements. The exterior deck will be expanded
by 455 SF to provide an observation area over the duck pond. An ADA
accessible ramp will be extended from this deck so that disabled persons
will be able to access the other side of the building. In addition,
an outdoor teaching area with seating will be constructed. This project
will be bid utilizing normal ACC Purchasing Requirements. Status:
Project is Complete.

MP1.1 - Memorial Park New Restroom Facility: This sub-project
consists of a new ADA accessible restroom facility for Memorial Park.
The facility will be 455 SF and contain a men and women’s restroom.
The project will also consist of an ADA accessible trail to be constructed
between the existing trail around the lake and the new facility. This
sub-project will be constructed with Leisure Services Department Staff.

EACP1.1 - East Athens Community Park - Tennis Court Replacement:
This sub-project consists of the demolition of the existing tennis court
at East Athens Community Park and the construction of two new courts.
It will also consist of the required new perimeter fencing and nets.
This project has been bid utilizing normal ACC Purchasing Requirements.

MP2.1 - Memorial Park Pool House Renovations / ADA Improvements:
The existing Pool House will be renovated to add an ADA accessible restroom.
Leisure Services department’s staff will accomplish construction. Status:
Project is complete.
- SUB-PROJECT
SCP2.1: & SCP4.1 - Sandy Creek Park Patrol Dock and ADA access to
Beach: This sub-project consist of construction of a new Beach Rental
building (395 SF). Included within this building will be an ADA accessible
restroom, (to serve the beach area), a concession center, and boat rental
/ storage. The building will require a new septic field be constructed.
The access drive will be regraded to provide ADA access from the main
parking lot to the beach area. The Beach Rental building will have a
concrete deck around it and two ADA parking spaces. An ADA accessible
boardwalk / deck will be constructed to provide accessibility from the
asphalt drive to the beach, lake, and canoe rental area. A Premanufactured
dock, which includes an H shape dock, covered boat storage, and a connector
to the Beach rental building will be purchased and constructed under
a separate contract. This project will be bid utilizing normal A-CC
Purchasing requirements. Status: Project
is Complete.

SCP5.1 - Sandy Creek Park Beach Wiring Problem: This sub-project
consists of replacing the existing wiring for all electrical service
to the beach area. This project will be accomplished by Jackson Electric
Membership. Status:

SCP6.1 - Sandy Creek Park - Replace Fishing Pier Decking: This sub-project
consists of replacing the wooden decking and all necessary sub-structure
of the Sandy Creek Park Fishing Pier. The construction of this project
is being accomplished by Leisure Services department staff. Status:

SCNC4.1 & 5.1 - Sandy Creek Nature Center - Interpretative Trail
and General Site Equipment: This sub-project consists of approximately
500 linear feet of exterior boardwalk trail system. This trail will
be ADA accessible and have its origin begin at the Natural Science &
Appropriate Tech. Center. The trail will have as many as 5 teaching
nodes (platforms) connected to the boardwalk. Staff will utilize these
teaching nodes as outdoor classrooms. This project will be bid utilizing
normal A-CC Purchasing requirements. Status:
Project is complete.

LP1.1 - Thomas N. Lay Park - Resurface Paved Surfaces: This sub-project
consists of providing new asphalt surfaces to the service drives, and
basketball play areas for this park. This project will be accomplished
utilizing the asphalt crews of the Public works department. Status:

LP4.1 & 5.1 - Thomas N. Lay Park - Interior and Exterior Lighting:
This sub-project consists of providing new interior and exterior lighting
to the community center at this park. Materials are to be purchased
and installed utilizing Leisure Services department staff. Status:

LP6.1 & 7.1 - Thomas N. Lay Park - Picnic Shelter and General Site
Equipment: This project will consist of the purchase of a Premanufactured
20 foot by 30 foot Picnic Shelter and related tables and chairs. This

Lighting: This sub-project consists of providing new interior and

EACP4.1 & 6.1 - East Athens Community Park - Renovate Softball Field:
This sub-project consists of regrading the existing Softball Field at
this park. It will also include re-working of the storm drainage system,
sprigging of grass for the field, field irrigation, and a new backstop.
This project will be bid concurrently with the East Athens Tech. Park
project being sponsored by the Human and Economic Development department.
Each project will receive independent pricing as part of this bid package
and has the right to either utilize one contractor for both projects,
separate contractors for each project, or each projects has the right
to not accept a bid. Status:
Project is complete.

ROSP3.1 & 4.1 - Rocksprings Community Center - Roof Repair &
Interior Renovations: This project includes re-working the existing
roof over the front entrance, construction of two new ADA accessible
restrooms, new exterior doors and hardware, new HVAC equipment, painting
of interior, re-working of interior ceiling and replacement of certain
windows. This project will be quoted utilizing approved A-CC Purchasing
requirements. Status:

C - SUB-PROJECTS DESCRIPTIONS:

SCP6.1 - Sandy Creek Park - General Site Equipment: The existing
Park will receive new Site Equipment such as picnic tables, trash receptacles,
surface mounted benches, and fire rings and mounts. These items will
be purchased and installed under one contract and receive quotes utilizing
normal A-CC Purchasing requirements. Status: Project
is complete.

BP4.1 - Bishop Park - Resurface Asphalt Walkways: This sub-project
consists of resurfacing or replacing the existing walkways located within
this park. The amount of walkways that will be completed will depend
upon allocated funds. This construction will be accomplished under one
contract and quotes will be received utilizing normal A-CC Purchasing
requirements. Status:
Project is complete.

BP6.1 - Bishop Park - Replace Chain Link Fencing: This sub-project
consists of replacing portions of the existing Chain Link Fencing around
the perimeter of the Ballfield. This construction will be accomplished
under one contract and quotes will be received utilizing normal A-CC
Purchasing requirements. Status:

BP9.1 - Bishop Park - Six sets of Bleachers: This sub-project consists
of purchasing Six sets of Bleachers to be utilized at various locations
throughout the Park. Leisure Services Department Staff, utilizing normal

of this project. Status:

BP10.1 - Bishop Park - Two Roof Top HVAC Units: This sub-project
consists of the purchase and installation of Two new Roof Top HVAC Units
to replace existing ones on the Gymnasium. Leisure Services department
staff, utilizing normal A-CC Purchasing requirements, is accomplishing
the purchase and installation of this project. Status:

consists of replacing an existing security gate into the park with a
new modern electric Emergency Vehicle Access / Security Gate. Furthermore,
it will be the intent of this sub-project to also provide necessary
security restraints for other potential entry points into this park.
Quotes will be received for the purchase of materials and installation
utilizing normal A-CC Purchasing Department requirements. Status:
Project is complete.

BURP4.1 - Burton Park - General Site Equipment: This sub-project
consists of purchasing new Site Equipment such as Picnic Tables, Grills,

space will be constructed. The construction will be accomplished by
an outside contractor utilizing normal A-CC Purchasing Department requirements.

YSCPX1.1 - Youth Sports Complex - General Site Equipment: This sub-project
consists of purchasing new Site Equipment such as Picnic Tables, Grills,
and Trash Receptors to replace existing ones at this park. Leisure Services
department staff, utilizing normal A-CC Purchasing requirements, is
accomplishing the purchase and installation of this project. (The
Leisure Services Department has decided that, in lieu of above identified
scope of work, HVAC should be provided for the existing concession buildings.)
