PROJECT 13 - EAST ATHENS COMMUNITY PARK
(SEE ALSO SPLOST 2000 PROJECT #28)

(Location to be in the area bounded by Commerce Road on the west; Athens Perimeter on the south and west; Lexington Road on the south; and the A-CC/Jackson County, A-CC/Madison County, and A-CC/Oglethorpe County lines on the north and east)

Campaign Statement: Acquire land and begin development of a community park which may include (depending on further study) competition athletic fields, passive recreation facilities, multipurpose indoor facility, and outdoor environmental area.

Project Location: In the area bounded by Commerce Road on the west; Athens Perimeter on the south and west; Lexington Road on the south; and the A-CC/Jackson County, A-CC/Madison County, A-CC/Oglethorpe County lines on the north and east.

Original Project Budget: $3,130,000

Additional SPLOST Revenues Allocated: $550,000 (Amendment 1 - June 15, 1999) & $407,500 (Amendment 2 - April 4, 2000)

Revised Project Budget: $4,147,500

Operating Budget Impact: $300,000/Year

REVISED PROJECT CONCEPT: This project is envisioned to consist of a Community Park, approximately 100 acres in size, and generally defined as identified in the Leisure Services Master Plan. Through a collaboration with Community Residents, the A-CC Leisure Services Department’s recreational professionals, and design consultant Robert and Company, a determination has been made that the Community Park shall contain the following components: playground(s), natural area(s) with paved paths, multi-purpose area, concession building, restrooms, paved parking, lighted baseball fields, lighted soccer/football fields, controlled access fencing, a maintenance facility, lighted hard surface courts, zero-depth water play area, picnic shelters and picnic pads paved paths throughout the park, a lake or other water feature, lighted and unlighted tennis courts, Community Activity Building (with gymnasium), and a Nature Center Building.

It is fully understood that the current SPLOST IV budget is insufficient to provide all of the stated amenities and that completion of the park will be accomplished in multiple phases and by future, unidentified, funding sources. SPLOST IV funds will be expended in the following priorities:

  • 1.) Park Master Plan design consulting services;
  • 2.) Land acquisition costs;
  • 3.) Design of specific park elements;
  • 4.) Selected clearing and grading of the park;
  • 5.) Construction of park amenities on a prioritized basis. Property acquisition is required for this project and this project is a candidate for the Major Project General Site Selection Process.

Action Since Last Report:

  • Package 1 - Infrastructure
    • Rough grading for the roadway is complete and curbing is installed.
    • Asphalt installation is substantially complete (roadway and parking areas).
    • Rough grading is in progress for the supplemental trails and walkways.
    • Package 1 is scheduled to be substantially complete by January 2005.
    • Rough grading for the roadway is complete and curbing is installed.
  • Package 2.1 - Concessions Bldg.
    • Underground utilities installation is complete.
    • Foundation and slab on grade is complete.
    • Plaza areas are 75% complete.
  • Package 2.2 – Sports Amenities and Lighting
    • Sports turf installation for Football /Soccer Field #1 is complete.
    • Prep work for the Football /Soccer Field #2 is complete.
    • Installation of light poles at road and parking is underway.
    • Park/Sports Field Lighting – Shop drawing process for engineering of light poles is underway.
