PROJECT 19 - NEIGHBORHOOD PARK DEVELOPMENT Campaign Statement: Establish an agreement with the Board of Education for the development of neighborhood parks at 17 existing school sites which will offer a range of recreation, arts and environmental education. Project Location: Existing neighborhood parks, elementary and middle schools throughout the county. Original Project Budget:$ 930,000 Additional Funding: Revised Project Budget: $930,000 Operating Budget Impact: $ 96,000.00/Year PROJECT DESCRIPTION: The concept of this project is to begin the process of developing recreational amenities on elementary and middle school sites to allow extended use of the school grounds as Neighborhood Parks during non-instructional times of the day and year, and, which will also function in concert with school activities. The Athens-Clarke County Leisure Services Master Plan has identified that there is a shortage of public areas that are convenient to residential neighborhoods. By definition, Neighborhood Parks are attractively landscaped and provide a wide range of informal leisure opportunities. They are designed to accommodate short-term activities by small groups of people during the daylight hours. Emphasis is on multi-purpose, low maintenance outdoor facilities, which may include: grassed open space and free play areas; playground equipment, picnic tables, benches; informal sports fields suitable for soccer and softball practice or pick-up games; woodland trails, demonstration gardens, wildflower meadows; paved walking paths. The priorities for this project are to: 1) establish an agreement between the Unified Governments of Athens-Clarke County and the Clarke County School District; 2) design and build appropriate amenities for each of the seventeen school sites through a cooperative effort with and between the A-CC Government and SPLOST Management, the respective school’s faculty, PTA/PTO, the adjacent neighborhood, the School District’s Maintenance and Operations Department and the A-CC Leisure Services Department. SPLOST funding allocated for design and construction shall be appropriated in approximate even amounts between the school sites.
