PROJECT 26 - HULL STREET COMPLEX Campaign Statement: Purchase and renovate the 4 acre Christian College of Georgia block on Hull Street, including the Wray-Nicholson house, for community multi-use facilities. Project Location: 220, 240, 290, 298, Hull Street and 150, 154 Waddell Street. Original Project Budget:$ 4,400,000 Additional Funding: Revised Project Budget: $4,400,000 Operating Budget Impact:$145,530.00/Year PROJECT DESCRIPTION: This project has purchased the 1.803 acre parcel that is associated with the Wray-Nicholson House, 150 & 154 Waddell Street. It is proposed to consist of the acquisition of all of 290 Hull Street and a portion of 240 Hull Street. It includes the remediation of all hazardous materials including asbestos and lead based paint. DETAILED DESCRIPTION: SITE WORK: Includes the construction of an asphalt paved on-site parking area for 39 vehicles. This parking area is located behind the structures and screened with landscape planting. The rehabilitation of the landscaped areas associated with 150 & 154 Waddell, 240, 290, & 298 Hull Street is included. This includes the re-construction of the original 1940’s Miss Lucy’s Garden on the southern side of the Wray-Nicholson House adjacent to Waddell Street and a new gathering lawn directly behind the Wray-Nicholson House. Plants were selected from historical data researched by our landscape architect. The intent behind this landscape plan is to create a residential appearance and help tie the historical structures together into one historic district. 298 Hull Street (Wray-Nicholson House) EXTERIOR: The exterior of the structure is being rehabilitated back to a circa 1916. It was at this time that the two-tiered porch was added to the façade. The exterior of this structure will need its stairs and porches re-constructed, brickwork re-pointed and replaced where it has become unstable. The existing asphalt shingle roof will be replaced with a Terne metal roof and have its gutters and downspouts replaced also. The brick chimneys will be re-constructed. All necessary repairs to damaged fascias, siding, columns, railing and brick piers will be addressed. The shutters will be repaired/re-constructed and placed back on the structure. Windows and doors will be repaired and re-installed if necessary. The entire structure will be painted to the historic colors found by our historical paint consultant. 298 Hull Street (Wray-Nicholson House) INTERIOR: The interior of the structure will be rehabilitated back to a circa 1940’s. The rear ELL will be converted into a catering kitchen and meeting/conference room with access directly to the exterior gathering lawn. An elevator will be constructed in this area of the building and serve all three floors. The basement floor of the Greek Revival section of the building will have two large office spaces, women and men’s restrooms and a stair up to the first floor. This area will serve as the ADA entrance into the structure. The First Floor provides a grand hall directly off of the front Greek Revival porch. This area and adjacent front parlors will be rehabilitated into multipurpose spaces. It is hoped that these areas will always be accessible to the public and therefore will have period furniture and accessories. The fireplace mantels and hearths will be re-constructed in the front parlors. The rear Ell portion will be developed into office suites. The second floor will be rehabilitated and developed into office suites. The entire interior of the building will be re-painted in colors appropriate to the circa selected. These colors were provided by research accomplished by our Historic Paint Consultant. The building’s electrical, plumbing, and mechanical systems will be replaced with modern systems. Bathroom fixtures will be period pieces. Lighting will be replicas of period pieces. All office spaces will be wired for all modern needs including computer and telephone. All required life safety equipment such as sprinklers and fire alarm systems will be installed. 150 & 154 Waddell, 240 & 290 Hull Street EXTERIOR: The exteriors of these structures will be rehabilitated back to an early 20th century circa. All repairs indicated for the Wray-Nicholson House exterior will also apply for these structures. 150 & 154 Waddell, 240 & 290 Hull Street INTERIOR: Only necessary structural repairs will be accomplished within the SPLOST budget for these structures. It is the intention of A-CC to utilize a tenant fit-out procedure for the development of the interiors of these structures. 150 Waddell will be issued as an Alternate. This will provide this project with a buffer at bid time.
