PROJECT 28 - SOUTHEAST CLARKE COMMUNITY PARK
(Location to be at the corner of Whit Davis Road and Lexington Road)

Campaign Statement: Acquire land and begin development of a community park which may include (depending on further study) competition athletic fields, passive recreation facilities, multipurpose indoor facility, and outdoor environmental area.

Project Location: In the area bounded by Macon Highway and the Athens Perimeter on the west; Lexington Road on the north; and the A-CC/Oconee County, A-CC/Oglethorpe County lines on the south and east).

Original Project Budget: $ 3,130,000

Additional SPLOST Revenues Allocated: $ 550,000 (Amendment 1 - June 15, 1999) & $407,500 (Amendment 2 - April 4, 2000)

Revised Project Budget: $4,147,500

Operating Budget Impact: $300,000.00/Year

PROJECT DESCRIPTION: This project is envisioned to consist of a Community Park, approximately 125 acres in size, and generally defined as identified in the Leisure Services Master Plan. Through a collaboration with Community Residents, the A-CC Leisure Services Department’s recreational staff, the design consultant firm of Robert and Company, and a detailed Order of Magnitude Cost Estimate, it is proposed that the Community Park include the following elements:

I. INFRASTRUCTURE ELEMENTS

  • This park is being constructed on virgin land and therefore is proposed to include the following, 1) Installation of Domestic and Fire protection water line extensions, 2) Sanitary Sewer / Septic Tank Systems, 3) Underground Electical, Telephone and other utilities, 4) Roads with lights, curb cuts into existing arterial streets, redevelopment of the median in Lexington Road (SR 78), 5) Paved and lighted Parking areas, 6) Stormwater Detention Facilities, 7) New Rubble Stone Entrance Walls and Piers with Park Signage is envisioned to be constructed on the Lexington Road side of the park.

II. MUST HAVE ELEMENTS:

  • Recreational Amenities (Lexington Road side): The park is proposed to include, 1) One - Regulation sized Soccer/Football Field (lighted), 2) Two - Regulation sized Baseball Fields (lighted), with dugouts, fencing and scorers stands. Rough grading for an area sized large enough for another Soccer/Football Field and two Baseball Fields are envisioned to be included also.
  • Landscaping: The areas along Lexington Road will be landscaped with burmed planting areas, Sod, Trees, Shrubs and other elements. Planting is envisioned to be provided at the Rubble Stone Entrance Walls also. Security Fencing is envisioned to be constructed along this side along with gates at the Entrance Walls. Trees are envisioned to line the Roadways and be installed in the Planter areas of the parking lots. The Recreational Fields are envisioned to be sprigged with Bermuda Turf Grass. All other areas are envisioned to be seeded. All landscaped areas are envisioned to be irrigated.
  • Concession Building / Area: This building is envisioned to be approximately 3,000 SF and comprised of 1) ADA accessible Men's and Women's Restrooms with changing tables, 2) Park Office, 3) Storage, 4) Concession Room, 5) Ice Machine Room, 6 & 7) Mechanical and Electrical Rooms. The building is envisioned to have a large overhang to protect patrons from inclement weather. Materials are envisioned to be Jumbo Brick, Glazed Concrete Masonry Units, Cementious Fiber Soffits and Asphalt Shingles. The area surrounding the Concession Building is envisioned to be scored concrete with Brick accents and Planter Islands.

III. HIGHLY WANTED ELEMENTS:

  • Recreational Amenities (Whit Davis Road side): To the extent that funding will allow, the project is proposed to include the development of Multi-Purpose Fields on this side of the park.
  • Natural Areas: The Natural Areas are being protected with Tree Save Areas and other means. Access (unimproved trails) to these Natural Areas have been identified and to the extent funding will allow are proposed to be provided.

BID and AWARD STRATEGY:

  • Base Bid Package: The elements listed under Infrastructure and Must Have are envisioned to make up the Base Bid Package for this Project. These elements are located on the Lexington Road side of the Park. SPLOST Program Management projects that these elements will fit under the prescribed Construction Budget for this project.
  • Additive Alternate: The elements listed under the Highly Wanted are envisioned to make up the Additive Alternate Package for this Project. These elements are located on the Whit Davis side of the Park. This package is proposed to include the landscaped areas with burmed planting islands. Sod, Trees, Shrubs, Rubble Stone Entrance Walls, Security Fencing and Gates, and new Entrance Roadway off of Whit Davis Road. After receipt of Bids, these items will be evaluated to see if they can be constructed within the existing Construction Budget.
