Community Development Division provides technical assistance and monitors currently funded agencies compliance with HUD regulations in the areas of Public Facilities & Improvements, and Public Services. Supportive Housing Program is authorized by Title IV, Subtitle C, of the McKinney-Vento Homeless Assistance Act of 1987. It is designed to promote, as part of a local Continuum of Care strategy, the development of supportive housing and supportive services to assist homeless persons in the transition from homelessness and to enable them to live as independently as possible. Economic Development Division works in partnership with agencies, non-profits and businesses throughout the community to encourage job creation, new business start-up and the expansion of established businesses. The Division provides technical assistance and support for economic development projects and works to identify strategic investments for CDBG funds to create opportunities for job creation. Programs supported by the Division include the Athens-Clarke Growth Fund, micro-enterprise development, workforce skills enhancement, and the reduction of barriers to employment such as childcare and transportation. Neighborhood Revitalization efforts are conducted to improve a neighborhoods' physical condition, market value, neighborhood image, housing stock and to promote a safe living environment. For a neighborhood to be deemed eligible for Neighborhood Revitalization, 51% of residents must fall into a low-to-moderate income bracket. Affordable Housing Division administers several programs designed to increase the stock of housing affordable to low-income households and remove the barriers to homeownership. Demolition Program focuses on the removal of slum and blight through the (voluntary) demolition of dilapidated residential structures. CDBG funds are available to demolish single-family residential units owned by low to moderate income ACC residents at no cost to the resident. Court ordered single-family residential units are demolished using general funds and costs are recovered by placing a lien on the demolished property. Housing Counseling Service provides objective information, education, advice, & guidance to all housing consumers interested in obtaining, maintaining and retaining housing.
