| This
section
of the Clarke County Tax Commissioner's web site is intended to
answer
many of the most common questions regarding tag renewal, title
application,
tag transfers and ad valorem taxation on motor vehicles.
In the State of Georgia, all property, unless otherwise
exempt
from taxation, is taxed based on its value.
Generally, there are two factors that govern the amount of
ad
valorem tax an individual or business pays on their vehicle.
Those
factors are millage rate and valuation.
Millage rates are set by the Athens-Clarke County Board of
Commissioners,
Clarke County Board of Education and the State of Georgia.
Millage
rates are based on each taxing authority's respective budgetary needs
for
that fiscal year.
Valuations
are
provided by the Department of Revenue and are
intended to reflect the true market value of each vehicle, but do not
take into
consideration condition or mileage. Should an owner wish to
dispute the
valuation, such appeal is required to be submitted to the Athens-Clarke
County
Board of Assessors.
