MASTER PLANNED DEVELOPMENT


Request:  Approval of a Planned Development is requested for two properties at 134 Prince Avenue and 134 Childs Street. This plan has been amended from its first submittal in November of 2015. The new arrangement includes a multi-use structure along Prince Avenue with 30,200 square feet of commercial or retail space on the ground floor, 3 stories of residential space above, an outdoor plaza and a restaurant in the former chapel of St. Joseph’s church. Behind that complex is proposed multi-family residential structures in the form of an apartment building that includes structured parking, garden flats, townhomes as well as resident amenity space. The overall residential figures for the development are 74 single bedroom units and 52 units with 2 bedrooms. The request is to rezone the properties to C-D (WE) (PD) (Commercial-Downtown, West End Downtown Design Area-Planned Development) and RM-3 (PD) (Mixed Density Residential-Planned Development).

The Planning Commission gave comments for the project at their November meeting.

Request:  A new Planned Development for the existing Kroger store and attached retail spaces. The proposal is a total redevelopment of the 18.68 acre site which involves demolition of the existing 179,748 square feet of commercial space. The new development is to consist of a 116,000 square foot Kroger, 36,410 square feet of detached retail space, 2 acres of green space and parking.

Request:  A new Planned Development to establish a Kroger Fuel Center on the 0.71 acre site. The proposal includes 9 pumps (18 stations) under a canopy, an 850 square foot kiosk for payment and 5 parking spaces. The applicants are requesting a Planned Development to acquire waivers from the zoning standards for Floor-Area Ratio (FAR) and front yard distance requirement.

4.  4500 ATLANTA HIGHWAY  


MASTER PLANNED DEVELOPMENT


Request:  To amend a Planned Development from 2007 known as Winslow Park. The request is to decrease density on the 214.79 acre site while also increasing the amount of available greenspace. The reduction will be in number of residential and commercial units while also eliminating plans for a hotel. The request is to change the properties from C-G (PD) (Commercial General, Planned Development) to C-G (PD) (Commercial General, Planned Development), RM-2 (PD) (Residential Mixed Density, Planned Development) & RS-5 (PD) (Residential Single Family, Planned Development). This proposal received comments during the November 5th, 2015 Planning Commission meeting. An amendment was made from that submittal to allow the same amount of Multi-family residential units, but not define their design or character at this time.

The Planning Commission tabled the proposal prior their January meeting in order to allow time for the applicant to make additional changes.

PLANNED DEVELOPMENT AMENDMENT


Request:  To remove a parcel and portion of the shopping center known as the Triangle Plaza from an existing Planned Development and have it as a stand-alone Planned Development. The applicant has sought to amend the existing Planned Development, however to avoid conflict with the other property owners and prevent required construction on another owner’s property they are requesting to form a new PD and be removed from the old one. The applicant is seeking to add storage on the rear of their retail space if they can be removed from the Planned Development.

The Applicant tabled the proposal prior the October meeting in order to allow time to address comments.

REZONE


Request:  Approval of a rezone is requested for two properties at 1764 & 1774 Old West Broad St. The properties currently contain Athens Orthopedic Clinic MRI and CT Imaging center and a gravel parking lot. The properties are across the street from Athens Orthopedic Clinic’s main campus. The applicant intends to keep the medical building and pave the parking lot to ACC standards. They also are seeking to combine both parcels into one.

The Applicant requested to table the proposal prior to the March meeting in order to allow time to address comments received from Staff.

Request:  To allow a Special Use permit for a church in the Agricultural Residential (AR) zone. The applicant seeks to construct the project in two phases. Phase one includes an 11,660 square foot church building with 198 seats. Phase two is to expand the facility for a fellowship hall, gymnasium, classroom, multi-use field and pavilion. The total development of both phases would be 22,500 square feet. The applicant is seeking a variance form the requirement to include a sidewalk along Cleveland Rd.
