TYPE I – REZONE


Request:  Approval of a rezone is requested for six properties along Prince, Nacoochee and Hiawassee Avenues. The parcels currently house Rite Aid Drug store, overflow parking for Athens Regional Medical Center and undeveloped property. The Rite Aid building is set to remain without changes. The Mixed-use development is designed to have 34,000 sqaure feet of commercial space broken up into a grocery store, restaurant and retail space. They propose 48 apartments above that will be 2 bedroom units and be served by 326 parking spaces on a 2-story structure to the rear. The 6.048 acre area will retain 1.6 acres for greenspace with a pedestrian connection to Hiawassee Ave. The parcels are currently zoned C-N (Commercial Neighborhood), RM-1 (Mixed-density Residential) and RS-1 (Single Family Residential), the new development is seeking to rezone all parcels to C-N* (Commercial Neighborhood with Conditions) and to change the future development designation from Neighborhood Mixed Use, Traditional Neighborhood & Residential Mixed Use to Neighborhood Mixed Use.

2.  930 SOUTH MILLEDGE AVENUE 


TYPE II – SPECIAL USE PERMIT


Request:  Approval of a Special Use permit is requested at 930 S Milledge Ave for the Pi Kappa Phi Fraternity. The parcel is currently zoned C-O (MAC) (Commercial Office, Milledge Avenue Corridor) which requires Fraternities and Sororities to follow the Special Use procedure for this size of addition. The work proposed is a rear addition to construct 10 new bedrooms that can accommodate 20 residents for a total of 36 on-site members. There is no requested change to the parking lot, but the addition would require removal of a patio, deck and accessory structure. The future development would remain Neighborhood Mixed Use.

3.  980-994 SOUTH LUMPKIN STREET 


TYPE I – PRELIMINARY PLANNED DEVELOPMENT


Request:  Approval of a Planned Development is requested for three properties at 980-994 S Lumpkin Street. The parcels are currently zoned C-O (Commercial Office) and house St. Mary’s Episcopal Chapel and the Episcopal Center at UGA. The proposed Planned Development will house a new Episcopal Chapel along Lumpkin St and first floor retail space along University Ct. There will also be 4 levels of private dormitory space broken up into 33 pods allowing for 128 bedrooms. The residential space will share joint amenities including kitchen space, exercise facilities, study space and a courtyard with a splash pad and seating. The development will sit atop 2 levels of parking providing 132 spaces. The request is to rezone the properties to C-N (PD) (Commercial Neighborhood, Planned Development) and to retain the future development designation of Community Institution.

TYPE III – CONCEPT REVIEW


Request:  Concept review for a Planned Development is requested at 1252 W Hancock Avenue. The parcel is currently zoned RM-1 (Mixed Density Residential). The applicant is seeking to return a 0.43 acre combined parcel back into independent lots that would be below the current size requirements. There is currently one house on the parcel which is to remain, but the applicant would like to create five new lots for 1 bedroom Single Family homes that share parking areas and a common lawn. The request is to rezone the properties to RM-1(PD) (Mixed Density Residential, Planned Development) and to retain the future development designation Traditional Neighborhood.
