1. 101 College Ave – Storefront Modifications


Request:  The proposed work will replace the façade openings with dark brown wood-framed operable storefront and glazing. The exterior will be refinished with a light gray toned brick veneer applied to the existing plaster face. The proposed renovation also includes the addition of a dark brown metal canopy overhanging off of the building. The canopy will pull design elements from the existing canopy of the neighboring apartment leasing office. The floor finish will be renovated to an indoor/outdoor material, with the material extending into the sidewalk at the restaurants entrance points. New wall sconces will be added to the exterior of the restaurant. No significant grading changes will be made, unless necessary for construction.

4. 738 Boulevard – Modify front porch and gables.


Request:  The scope of work to include removal of existing porch due to scturctural issues in both floor and roof. Request to extend the southeast portion of the front porch to create single plane of porch across the front. All material will be consistent with existing and available period materials used (wood, brick, and metal roofing), as shown on the Sanborn Maps. Request to add an homage to the same referenced map with stairwell on the southwest end of the porch—applicant is aware of the need to proceed with a variance request pending approval from HPC. Adjacent property owner is in support of the addition of the stairwell. Columns of porch to be constructed of 6x6 lumber with a chamfered edge. Balustrade to be square 2x2 pickets as shown on elevation. Existing porch foundation of early 20th century brick to be replaced with a brick that better compliments the original piers and infill of previous additions/alterations to the home. Addition of windows for egress in the front gables requested.

5. 650 N. Billups St. – Modify foundation, add shed, add fencing.


Request:  The purpose of this certificate of appropriateness application is to request a proposal for the elevation of an existing cottage that currently sits on dirt with little or no foundation. The applicant would like to elevate it by 24” to pour footers for foundations. The exterior of the foundation will be concrete block covered by brick veneer. The applicant would also like to install a fence from the northwest corner of the cottage back to a point on the northern property line, one foot inside the property line on the northern and western sides. The fence will be steel, painted black, with arched tops over arrowhead finials. The fence will be 4’ high (in total) over a low brick wall of 12” and interspersed with red brick columns of 5’ using the same brick as used throughout the landscape plan. Gates will be included on the southern side of the fence to allow access to the driveway and on the western side to allow access to the communal leaf and limb pickup area. An existing aluminum shed (approximately 6’x8’) that straddles the property line between 778 Hill St. and 650 N. Billups St. will be removed and replaced with a wooden garden shed designed to match both the main house and the cottage. The shed will be moved further back onto N. Billups St. lot. It will be approximately 10’ x 16’ with pine lap siding and pine trim, painted to match the existing house and cottage. The same shinle roof will be used on the garden shed. Carriage-Style doors will open towards Billups-St and a brick walkway laid in running bond pattern will connect it to other paths on the landscape plan.(

Request:  The purpose of this certificate of appropriateness application is for approval of a bedroom addition to the rear of the existing house. The intent is to keep the addition to a size and scale that is appropriate for the existing house and to use similar architectural details such as matching the trim around windows and doors, the use of corner boards and lap siding that will have the same reveal and the use of double hung windows.

Request:  The purpose of this certificate of appropriateness application is to request the removal of an existing concrete porch, rebuild 8’x18’ wood framed porch 2 1/2’ off of left side of house. Deck porch with primed 5/4”x3 ½” KDAT tongue and groove flooring. Cover lower porch wall sections of parch with siding similar to existing. Screen in upper portions of porch walls, use two panel wood screen door for rear entry. Close in foundation of porch with horizontal wood lattice, porch ceiling to be 1”x6” tongue and groove headboard. Roof porch with asphalt shingles.

Conceptual Preliminary Design Review:

1. 144 Hiawassee Ave – Rear Porch Replacement


Request:  The owner is proposing to add a second story consisting of two bedrooms and one batch, totaling approximately 500 sq ft. The current roofline is not tall enough to accommodate headspace needed for an upper level. In order to preserve 9.5 ft ceilings, the roof height needs to be raised approximately four feet to accommodate the proposed upstairs. Materials would match existing conditions of wood and/or hardy siding, wood casement windows in back, and 3/1 windows on sides. Chimney would be reconstructed in existing location to maintain outside appearance of historical accuracy and to accommodate wood-stove pipe. New metal roofing will replace the existing metal roofing. There is also a proposal to rebuild the front porch.
