MASTER PLANNED DEVELOPMENT – VILLAS AT SPRINGDALE


Request:  Approval of a planned development is requested in order to rezone 3.20 acres from RS-15 (Single-Family Residential) to RS-5, PD (Single-Family Residential, Planned Development) for a residential subdivision. The request includes subdivision of two existing parcels to create 14 residential lots, a private access drive and stormwater management facilities. Five buildings are proposed, each containing two or three attached single-family dwellings.

The Planning Commission commented on the proposal at their May meeting and is scheduled to vote on the request at their upcoming meeting.

PLANNED DEVELOPMENT AMENDMENT


Request:  An amendment to the Planned Development (PD) for the East Athens Marketplace Shopping Center is requested in order to remove a condition previously approved by the Mayor & Commission. The initial PD was approved in 1999 and amended in 2002 and 2013, and includes outparcels for commercial development that has not yet occurred. The request is to remove a condition that requires Planning Commission review and Mayor and Commission approval of any development proposed for the outparcels. If this condition is removed, any future development on the outparcels would be reviewed through Athens-Clarke County’s regular construction permitting process and be subject to the existing PD design guidelines and the relevant Athens-Clarke County design standards.

Request:  A Special Use Permit is requested for an individual personal care home within the RS-5 (Single-Family Residential) zoning district. According to the Athens-Clarke County Zoning and Development Standards, an individual personal care home serving two to three clients, in addition to a manager, may be permitted within the RS-5 zone as a special use. No modifications to the property are proposed with this request.
