MASTER PLANNED DEVELOPMENT


Request:  The applicant is seeking a planned development on two lots that are currently zoned Residential Single Family (RS-8) and Commercial-Neighborhood (C-N). The purpose of the request is to allow waivers from the zoning code in order to renovate a historical commercial property at 897 N Chase St. In order to better meet the application of Athens Clarke County’s zoning code, the neighboring properties propose to shift the lot lines, allowing parking at both structures, but requiring leeway from lot size, required parking, minimum dwelling size and buffer standards. No changes are proposed to the residential structure at 897 N Chase St.

The Planning Commission made comments on this project at their July meeting during the Preliminary Planned Development hearing.

PLANNED DEVELOPMENT AMENDMENT


Request:  A planned development amendment is requested for Millworks, a renovation of vacant mill buildings for residential and commercial use. The initial planned development for the property was approved by the Mayor and Commission in 2001 and amended in 2013. This submittal includes requests to modify plans to utilize more existing infrastructure, to transfer some bedrooms from Phase I to Phase II, to add additional permitted uses to the property, and to increase the amount of allowable office square footage from 2,500 to 30,000 square feet (Building A).

The prior conditions are now addressed in the requirements of the Commercial Downtown (C-D) zoning district. Request:  A Special Use Permit amendment is requested in order to establish a church within the RS-5 (Single Family Residential) zone for the Miracle Temple Church. The Athens-Clarke County Zoning and Development Standards allow for churches within the RS-5 zone when approved as a special use by the Mayor and Commission. Proposed work is a reduction in the overall scope of the project in order to better meet the size and characteristics of the residential neighborhood.
